The Financial Management Association (FMA)  was formed by Chief Financial Officers  of several New York State health agencies gathered to discuss how sharing of information and knowledge of financial issues of Office for People With Developmental Disabilities (OPWDD) and Mental Health programs could be shared among the non-profit community.
